Homer is by far the funniest character of the show. It's not really fair to pit the other characters against him. I had a tough time deciding between Lionel Hutz, Troy McClure, Professor Frink, and Dr. Nick. I'm not surprised that Marge hasn't gotten any votes as she's definitely the least developed character. The only cool episodes that focused on her was when she became a cop and when she became addicted to gambling.
Also, Jebediah Springfield, Otto, Jacques (the bowling guy), Apu's wife (forget her name), Marge's mother (forget her name), Hans (little old dude), that guy with one arm, Snake ("This is TOTALLY a gun"), Herb (Homer's half brother).
I must say - although I didn't vote for him, I think Superintendent Chalmers is one of my favorites of the minor characters on the show. I love how he can be so pissed off at Skinner one minute and then so gullible the next.

Hans Moleman is definitely a hilarious character I forgot about as well. Apu's wife's name is Manjula. The guy with one arm is Herman.
