Great top choice! Billy Wilder might be my favorite director too. I really like this list, in fact - Welles, Leone, Hitchcock, Kurosawa, and Kubrick are among my favorites too. I bemoan your #10 choice though. :-)
I would add Leo McCarey to this list, if it were my list.
The only film I've seen by Leo McCarey is Duck Soup and I love that movie, but I definitely wouldn't add him here for the direction of that film. Though I doubt it's all his fault, I heard he was given a hell of a time (in the negative sense) before and while shooting.
Did you check out his awards page on IMDB? He was nominated for Best Director 7 times and won twice. It's a shame his films don't all have enduring value, but I think they reflect the attitudes of the time very well.
He's not really a personal favorite of mine, but he has made some great movies. If all you've seen is Duck Soup, you should definitely check out The Awful Truth (one of the movies for which he won Best Director).
